I was a test development lead / manager for around 7 years, hiring and managing many people during that time. I've got another 20 or so years experience doing non-test development, management, and hiring. My experience is in the US and the UK.

As a hiring manager, I've never been impressed by certifications or paid much attention to them. The only exception is certification for a particular piece of hardware that is hard to use, and which I own and need configured and maintained. 

Degrees are good, but after you've got, say, 6 years of experience, I really don't care about those either, though they may be a prerequisite for the company.

What is impressive is good job experience, a great resume, a good recommendation from someone I know, and working on things I've heard of. 

Keep working, gaining experience, and learning. Don't worry about getting certificates, unless you need them for the market you're working in.

Having a certification in the the tasks you do is a good thing, because you have a standardized form to show your skill level.
Collecting certifications to have a job makes no sense, from my point of view. If there's no field experience to have that knowledge playing a role, certification itself is just an indication of potential but no skills warranty.
(I have ISTQB Foundation certification.)

How important for a software testing pro. or QA person is to have an ISTQB certification  or CTFL  in  Canada?

When I'm hiring I definitely take it as a plus. Most testers these days have at least the foundation level and it gives you some confidence, before getting the candidate in for an interview, that they at least have some basic knowledge and will know standard testing terminology.

It's not the be-all-and-end-all, but I think it's the most useful qualification a tester can have.

I used to interview hundreds and I would say, ISTQB /CTFL certificate is what nice to have. I never hire a team member regarding certificate they holdAssume that you are in charge of recruitment process for your company and you need to hire two QA person for a new project. As soon as you advertise about this job opening in a few prominent job portals and also in the career section of your company's site, resumes start poring in hundreds. Some of the people applying may have a natural talent for QA process. Some may be exceptionally skilled. Some are outright hardworking, ones who can prove to be an asset for your company. But the problem is, you do not know which ones are those. All that is available to you is a lot of resumes.

To do this filtration, you will depend primarily on a few aspects such as - 

1. Number of years of relevant experience
2. Previous employers 
3. Projects worked in.
4. Certifications, if any.
5. Other notable achievements (relevant) like a blog on testing, member of a testing board, etc.
