When I'm hiring I definitely take it as a plus. Most testers these days have at least the foundation level and it gives you some confidence, before getting the candidate in for an interview, that they at least have some basic knowledge and will know standard testing terminology.

It's not the be-all-and-end-all, but I think it's the most useful qualification a tester can have.

I used to interview hundreds and I would say, ISTQB /CTFL certificate is what nice to have. I never hire a team member regarding certificate they holdAssume that you are in charge of recruitment process for your company and you need to hire two QA person for a new project. As soon as you advertise about this job opening in a few prominent job portals and also in the career section of your company's site, resumes start poring in hundreds. Some of the people applying may have a natural talent for QA process. Some may be exceptionally skilled. Some are outright hardworking, ones who can prove to be an asset for your company. But the problem is, you do not know which ones are those. All that is available to you is a lot of resumes.

To do this filtration, you will depend primarily on a few aspects such as - 

1. Number of years of relevant experience
2. Previous employers 
3. Projects worked in.
4. Certifications, if any.
5. Other notable achievements (relevant) like a blog on testing, member of a testing board, etc.
